Course description:
Aviation safety theory, content, and scientific research methodology. Elements of safety evaluation: causal factors, conventional and proactive concept of safety management. Wiener's theory. Helmreich's theory. Reason's theory. Ergonomics and human factors in aviation. International aviation safety regulations: organizational and normative structure. ICAO Safety Management Manual (SMM). Reporting systems, safety oversight systems. ICAO Safety Oversight Program (USOAP). Independent air safety organizations. Introduction to Safety Management System (SMS). SMS framework: SMS components and elements. State Safety Program (SSP). SSP framework: SSP components and elements. Implementation of safety management system. GAP analysis. Implementation plan. Reactive safety management processes. Proactive and predictive safety management processes. Safety assurance. Safety performance management. Safety promotion. Safety training and education. Safety communication.
